Upon retirement from the Mississippi Dept. of Transportation
(MDOT) in June 1999, Mr. Crawley began a pavement consulting engineering
practice under the name Crawley & Associates. The primary client is the
American Concrete Pavement Association – Southeast Chapter for which he serves
as their Mississippi Consultant. Other
clients include industries which supply materials for pavement applications.
From 1989 – 1999 was Director of Research with responsibility
for the Research Program for MDOT. He oversaw a staff of 13 engineers and
technicians involved in operational research primarily in the area of
pavements. MDOT’s Pavement Management
System was developed during his direction.
He was involved in troubleshooting field problems and providing
technical support to field engineers. He was also heavily involved in
evaluating innovative methods and materials for pavement design, construction
and maintenance. He was active in
SHRP/LTPP (SHRP Coordinator and LTPP Contact Engineer for MDOT) and measurement
of pavement performance data. HE was responsible for the collection of pavement
deflection data and the overlay design for approximately 500 miles of pavements
annually. He was active in MDOT's implementation of SUPERPAVE.
From 1989 – 1999 was MDOT representative to the Transportation
Research Board (TRB), a unit of the National Research Council. Holds membership on TRB
committees A2J01 (Cementitious Stabilization) and A2B06 (Pavement Monitoring,
