Biographical Note

Andrew P. Mullins Jr. was born in Macon, Mississippi in 1948. He graduated from Noxubee County High School and earned a bachelor of arts degree from Millsaps College in 1970, and a master’s degree in History from Mississippi College in 1976.

Mullins taught high school history and served as assistant headmaster at St. Andrew’s Episcopal School in Jackson, Mississippi for eight years. As special assistant to Governor William F. Winter (1980-1984), he played a key role in the development and passage of the landmark Education Reform Act of 1982. Mullin also worked as special assistant to Governor Bill Allain (1984-1988), who tasked him as liaison with the newly appointed State Board of Education.

In 1985, Mullins joined the office of the State Superintendant of Public Education, serving as special assistant to three state superintendants. His responsibilities included acting as both liaison to the state legislature and director of public relations for the State Department of Education. Building strong and trusted relationships with legislators, Mullins significantly influenced the education policy and implementation in Mississippi. In 1989, he cofounded the Mississippi Teacher Corps which trains and places teachers in high-poverty school districts across Mississippi. By 1992, he completed a Ph.D. in Higher Education from the University of Mississippi and published his book Building Consensus: A History of the Passage of the Mississippi Education Reform Act of 1982.

Mullins joined the Office of the Chancellor of the University of Mississippi in 1994 serving as a Special Assistant to the Chancellor and later as Chief of Staff. His responsibilities included government relations at the federal, state, and local levels; working to improve the university’s relations with K-12 schools in the state; liaison to the state’s community colleges; and co-director of the Mississippi Teacher Corps. Mullins chaired the university’s Presidential Debate Steering Committee which successfully applied for and managed the 2008 Presidential Debate on campus. In 2008, the University Press of Mississippi published his edited volume The Measure of Our Days: Writings of William F. Winter.

Mullins retired from the Office of the Chancellor in June 2013 and assumed a teaching position in the School of Education.

Mullins has been active in a number of organizations, including stints as a board member of the following: Mississippi Humanities Council (2002-2010); Southern Regional Education Board (2002-2006); Barksdale Reading Institute (2000-2004); University of Mississippi William Winter Institute on Racial Reconciliation (1999- ); Mississippi Association of Gifted Children (1987-2003); Mississippi Blood Services (1985-1989); Jackson Public School District’s Performing Arts School (1985-1994); Mississippi Geographic Alliance (2005- ); Very Special Arts Program in Mississippi (1988-1994); Mississippi School for Mathematics and Science (1995-1999); and the Lott Leadership Institute at the University of Mississippi. He is the recipient of the 2011 Winter-Reed Partnership Award from the Mississippi Association of Partners in Education and the 1994 Outstanding Service to Public Education Award from the Mississippi Administrator Development Network. He is married to Lisa Mullins and has a son, Andew Mullins, and a daughter, Katie Mullins.

Scope and Content

Due to Mullins’ lengthy career working with the legislature and the State Board of Education as well as his activities at the University of Mississippi, the collection is a valuable resource in tracing the links between education, government, and politics. The files in Series 1 primarily consist of reports on educational policy in Mississippi dating from 1952 to 2010 and material produced by the University of Mississippi for the legislature. Also includes a substantial file of material related to planning the fiftieth anniversary of the integration of the university.

Series 2 holds items related to the 2008 Presidential Debate on the University of Mississippi campus.

Series 3 consists of material connected to Mullins’ book The Measure of Our Days: Writings of William F. Winter, including speeches and writing by Governor William F. Winter (several of which do not appear in the book).
