Constitution of the Black Graduate and Professional Student Association
Article 1 -- Name
Section 1: The Official name of the organization is the Black Graduate and
Professional Student Association
Article 2 -- Purpose
The association is organized exclusively for the purpose of developing the
professional leadership potential and ability of its members, by use of motivation,
participation, and inspiration, to contribute to the social welfare of the Mississippi/Oxford
community, and working with the administration in all matters affecting the
student body in general. The BGPSA is open to all undergraduate and graduate
participation.
Article 3 -- Membership
Section 1: Membership of BGPSA shall consist of graduate and professional students
from various disciplines.
Section 2: All member shall have the privilege of participation in the organizations
activities. Only members that pay dues can participate in elections (voting
and/or hold an office).
Section 3: Dues will be set by the Executive Committee at the beginning of
school year.
Section 4: Dues should be paid by mid-term to be an active member (Midterm
will be designated by the university).
Article 4 -- Officers
Section 1: The officers of BGPSA shall consist of a President, Vice-President,
Secretary, Treasurer, and Parliamentarian.
Section 2: A Presidential vacancy shall be filled in the order of succession
of officers beginning with the Vice-President and finally, if necessary, a special
election.
Section 3: These officer shall hold office for the duration of one year.
Section 4: The officers shall be elected by the present membership during elections
held at the first meeting in April of each year. Of the members present the
officers must be elected by a majority vote.
Section 5: The qualification and duties for each office are to be determined
by the organization's by-laws as approved by the membership.
Section 6: No officer may hold more than one elected seat in the organization
for the duration of the year.
Article 5 -- Executive and Legislative Powers
Officers -- The officers of BGPSA are as follows: President, Vice-President,
Secretary, Treasurer, and Parliamentarian.
President -- The president must be a full-time graduate student. The president
shall perform such duties as call meetings as necessary for the association,
develop an agenda for all meetings called, run ,meetings in an orderly and efficient
manner, motivate members of the association, and follow up on tasks delegated
to officers and members, guaranteeing that the tasks are completed in a timely
and efficient manner.
Vice-President -- The vice-president must be a full-time graduate student.
The Vice-President shall perform such duties as: assume responsibilities of
the president in his/her absence, monitor the progress of all committees, write
all form letters on behalf of the association, and assume the role of temporary
chairperson of committees in their initial stages.
Secretary -- The responsibilities of the secretary shall include: publicizing
the time and place of meetings, maintaining an accurate record of all officers
and members, keeping records of all general meetings and committee meetings
in the form of minutes, and preparation and distribution of the agenda.
Treasurer -- The treasurer shall have custody of the association funds, shall
keep or cause to be kept full and accurate accounts of receipts and disbursements
in books belonging to the association, and shall disburse the funds of the association
only for proper association purposes. The treasurer should prepare a financial
report for the first meeting of each month and all members should receive a
copy.
Parliamentarian -- The parliamentarian shall be appointed by the president.
The duties are outlined in Robert's Rule of Order.
Committees
Executive Committee -- The Executive Committee consist of all officers. The
Executive Committee (EC) has full power over the organization except financially.
The EC cannot disburse over $200 from the accounts, unless it has been voted
on and approved by the body. Members cannot spend over $25 of the organization's
money without prior approval from the EC or the body if over $200.
By-Law Committee -- The By-Law Committee is responsible for submitting any
by-laws or changes to the constitution to the body to be voted on.
Other committees may be formed as deemed necessary.
