PURPOSE:
The purpose of the following policy and procedures is to provide effective communication for Physical Plant administration and staff through the use of the radio system—and ensure that FCC regulations are complied with.
The following goals have been set for the Physical Plant Department:
Accommodation of new radios as they are added to the current system.
A logical structuring of radio numbers assigned to each shop.
Minimizing confusion when unit numbers are called.
More effective, efficient, and professional usage of the radio system.
PROCEDURES:
Regardless of the numbering system used, it is still necessary to have written procedures for radio usage. These procedures have been put together based on FCC regulations, past unwritten PPD procedures, input from other universities’ radio policies, PPD administration & staff, and simple common courtesy.
This document is designed to be as flexible as possible while maintaining regulatory compliance and will evolve over time to accommodate the on-going needs of the Physical Plant.

PPD Electronics Technician
The electronics technician will provide support service for the PPD radio system through job knowledge, technical ability and trouble shooting skills.
License Maintenance
The FCC license is maintained by the Assistant Director of Maintenance.
Radio Procedure Changes
Changes and/or requests for changes in radio procedures will be submitted to the Electronics Technician and upon his recommendation, approved by the Director of Physical Plant.
Assignment of Radio Numbers
A list of current numbers is maintained by the Electronics Technician. As stated in the purpose, a logical structuring of the radio numbers will take place and each shop will be assigned a specific, orderly set of numbers for the radios used by that shop.
TRAINING:
Radio system training for all personnel (current employees and new hires) is required and must be completed prior to being issued a radio. The respective shop supervisor or superintendant is responsible for making certain this training has been completed and documented.
RADIO PROCEDURE MONITORING:
Dispatch will monitor the radio system for improper usage and is authorized to contact the appropriate Supervisor or Superintendant so that the misuse can be corrected immediately.
PPD Administration & Supervisors/Superintendants will also monitor the system and correct any misuse.
NON-COMPLIANCE WITH POLICY & PROCEDURES:
Any personnel failing to follow the guidelines contained in this document will receive appropriate disciplinary action in accordance with University policy and procedures.
Failure to comply with these guidelines could also result in action by the Federal Communications Commission (FCC).
DAILY SIGN ON:
In order to follow FCC regulations, Dispatch will sign on at the beginning of each work day (including the midnight dispatch shift) and sign off at the close of each work day.
ADDITIONAL INFORMATION:
In an attempt to become more compliant with FCC regulations, University radio systems around the country are moving away from 10-codes. The FCC prefers the use of “acceptable” words and phrases so that transmissions are clear, accurate and easily understood by all users of the radio system.
