Electronic Subcontract Report System (eSRS)

This information is directed to Principal Investigators and Departmental Administrators who oversee federal contracts involving Small Business Subcontracting Plans.

On October 28, 2005 the Office of Federal Procurement Policy changed from paper submission of subcontracting reports (SF 294 and SF 295) to an electronic, web-based system. Use of the electronic system is currently required for all civilian agencies and their contractors. The Department of Defense and its contractors are expected to come on line the second quarter of FY 2006.

We have been advised by the Office of Naval Research that it would be in the best interests of the University to designate one person to enter and maintain subcontracting report information in the electronic Subcontract Report System (eSRS). At the University of Mississippi, this task will be performed by the Contracts and Grants Accountant in the Office of Research and Sponsored Programs (ORSP).

Conversion to the eSRS should be invisible to the departments. You should continue submitting your paper subcontracting reports (SF 294 and SF 295) to the ORSP as usual. The ORSP Contracts and Grants Accountant will collect your reports and enter them into the eSRS.
