MINUTES OF THE COUNCIL OF ACADEMIC ADMINISTRATORS

             1. Approval of Minutes.


             The Secretary to the Council announced that Chancellor Khayat has approved the October 9 minutes without exception.


             2. Reaction to Undergraduate Council Minutes of November 3, 2006

                 (see Attachment #1)


             On a motion by Dean Hopkins and a second by Dean Reithel, the Council unanimously approved the Undergraduate Council minutes of November 3, 2006.


             3. Reaction to Graduate Council Minutes of September 15, 2006

                  (see Attachment #2)


             On a motion by Dean Reithel and a second by Dean Wells, the Council unanimously approved the Graduate Council minutes of September 15, 2006.


             4. Reaction to Graduate Council Minutes of October 20, 2006

                  (see Attachment #3)


             On a motion by Dean Wilder and a second by Dean Wells, the Council unanimously approved the Graduate Council minutes of October 20, 2006.


             5. Student Permission to Release Educational Records

                  (see Attachment #4)


             The Council discussed a variety of issues relating to the proposed online process for having students grant permission to release educational records. Dean Hopkins indicated his belief that any online form the students might complete should be time stamped. There was some discussion, without resolution, of whether a permission to release educational records should have a specific term.


              In the course of discussion, Karen Schiferl indicated that athletes have been completing a separate FERPA release, and the sense of the Council was that the secretary would meet together with Ms. Schiferl to discuss the issues relating to the Athletics Department. The Council also discussed whether students should be required to make a decision concerning the release of educational information. Ultimately, the sense of the Council was that it would be better that the matter simply be presented to the attention of students rather than that they be required to indicate their wishes with respect to the release of educational information. Dr. Gates will consider whether some kind of online prompt might be presented to students so that the matter would be brought to their attention. After further discussion, and on a motion by Dean Reithel, the Council unanimously approved the proposed FERPA waiver form to be administered in an online environment.


             6. Other Matters.


             Dr. Gates briefly discussed the conditional booking process and its implementation.


             7. Adjournment. The meeting adjourned at 2:00 p.m.
