[News] The colony's population is 5,000, more than ten times what it had been a decade before. To deal with the growing number of slave population in the colony, Governor Bienville institutes a "Black Code" to regulate the practice. While the code limits the freedoms of slaves, it also requires owners to exercise certain care requirements of slaves and protects some personal rights of slaves.
