MISSISSIPPI ASSOCIATION OF STAFF COUNCIL ORGANIZATIONS

CONSTITUTION



ARTICLE I

Section 1. The name of the organization shall be the Mississippi Association of Staff Council Organizations; hereinafter referred to as MASCO.
Section 2. Headquarters for MASCO shall be located at the institution where the MASCO chair resides.


ARTICLE II

(Function)
Section 1. The primary functions of MASCO are to promote interaction between staff at all state institutions of higher learning in Mississippi and to enhance communication between the staff and the Council of University Presidents about issues of mutual concern.
Section 2. MASCO shall function as a channel of communication between the various university organizations.
Section 3. MASCO shall consider issues of mutual concern and make recommendations to the Council of University Presidents when appropriate.
Section 4. When an issue is initially brought before MASCO for discussion, a majority of voting members must agree that the issue is worthy of further study. A formal recommendation to the Council of University Presidents would occur when a majority of the voting members agree to forward the recommendation.


ARTICLE III

(Member University)
Section 1. A "member" university shall be a public university in Mississippi whose Staff Council or recognized counterpart adheres to and ratifies the function of MASCO as outlined in this constitution.
Section 2. Each "member" university shall have one (1) vote to be cast by the chair or his/her appointed delegate.


ARTICLE IV

(Officers)
Section 1. Officers of MASCO shall consist of a chair, vice-chair, and secretary. The positions of chair and vice-chair will be filled on a rotation basis. The office of secretary shall be appointed by the chair.
Section 2. The office of chair shall be filled on a rotating basis in alphabetic order of "member" universities. Any member of that university staff council may serve as chair of MASCO.
Section 3. The office of vice-chair shall be filled by the "member" university next in order of succession. Any member of that university staff council may serve as chair of MASCO.
Section 4. Installation of officers shall take place at the September meeting of MASCO. All terms of office shall be for one (1) year.


ARTICLE V

(Meetings)
Section 1. MASCO shall meet every other month (January, March, May, July, September, November) on the second Thursday of the month or within a 2-week period as designated by the host.
Section 2. The location of the meetings shall be designated by the MASCO membership.
Section 3. Special meetings of MASCO may be called by the chair or by a majority of the membership universities.
Section 4. Attendance of five (5) member universities shall constitute a quorum at all regular and special meetings of MASCO.
Section 5. Agenda items must be received by the chair two (2) weeks prior to a meeting for dissemination to "member" universities one (1) week prior to the scheduled meeting.


ARTICLE VI

(Amendments)
Section 1. A proposal to amend MASCO's constitution may be enacted by a simple majority of the member universities present at any meeting provided that the membership of MASCO is notified of the proposed amendment at least one (1) week in advance of the meeting when it is to be voted upon. Final amendment is established upon approval of two thirds (2/3) of the member universities' staff organizations.


RATIFICATION OF MASCO CONSTITUTION

This version of MASCO's Constitution (revised July 1999) was ratified by the following institutions Staff Councils/Senates.
