Mercer Bullard

Biography

Professor Bullard received his B.A. from Yale, M.A. from Georgetown University, and J.D. from the University of Virginia and will complete his Ph.D. in finance at the University of Mississippi in May 2024. He has published with the Temple Law Review; Stanford Journal of Law, Business & Finance; Cincinnati Law Review; Houston Law Review, and Oregon Law Review; authored book chapters on Chinese fund regulation, conduct standards for investment advisers and mutual fund regulation; and co-authored empirical studies on market timing and fund distribution.

He has served on the Securities and Exchange Commission’s Investment Advisory Committee and PCAOB’s Investor Advisory Group and has been invited to address or appear on panels by the SEC, ICI, FINRA, SIFMA, ASPPA, NASAA, Federal Reserve Bank, and other organizations. Twice named by Investment News as one of the most powerful voices in the financial services industry, he has testified 25 times before Congress and appeared on NBC Nightly News, CBS Evening News and CNBC. He has been featured in Business Week, Money Magazine, and other publications. He is a former Visiting Assistant Professor of Law at the Washington University School of Law and Assistant Chief Counsel at the SEC.

Professor Bullard teaches courses on real estate appraisal and finance, business finance, securities, banking, corporations, corporate finance, accounting, and capital structure and valuation. He created the law school’s Business Law Institute, Negotiation Board, Business Law Network, Business Law Externship, and JD/MBA program and was 2014’s Professor of the Year.
