ABSTRACT

The Hard and Soft of Government Insurance: The Mississippi Plan


 
 
 In today’s society, adequate health has become a very important issue.  In 1998, over 44 million Americans did not have health insurance.  Of that 44 million, 11.2 million were children.  In 1998, the federal government implemented the CHIP Program in 29 states. This is an insurance plan for low-income, uninsured children.  Mississippi is one of the states currently enacting this program.  The state receives federal funds for the program, however the program is not as effective as it could be.  This study examines the Mississippi branch of CHIP’s effectiveness.
